There are a few things of importance in choosing a tutor, whether for yourself or your child. First is someone you are comfortable with. A good teacher will find ways to teach according to your own style of learning. Especially when teaching children, patience and pleasantness are valuable assets. For older players, a good teacher will find ways to explain elements of the game that the student can relate to.

The second is someone who's ability at chess is good and greater than the student's. I doesn't always have to be much greater - it doesn't take a grandmaster to teach a beginner, which is fortunate, because grandmasters aren't exactly a dime a dozen. GMs are often the most expensive instructors. I'd say for class A players and above, a GM teacher is your best bet. But for midrange players, taking lessons with even a class A player as teacher can benefit you a lot.  For real beginners, a neighbor who's in a school chess club could suffice.  In general, the tutor should have a good understanding of the game, have experience in competitive tournament play, and be someone you like to work with.

Especially when it comes to children, you are solely responsible for determining the suitability of any candidate or organization that deals with your kids.
